Digital Voice Taxes

In addition to the charges billed for HR Co-op services, your bill may include surcharges, taxes, fees, and other charges  based on the type of service you have and your geographical location, among other factors. Certain taxes, fees or surcharges may show up as separate line items on your bill. Examples include, but are not limited to, the following.

Taxes and Government Fees 

These monthly fees are subject to change by the Oregon PUC, City of Hood River, or Federal Communications Commission.

911 Fee – $1.25

This fee helps fund the state and local 911 & E911 systems, specifically the operation and maintenance of those systems, along with other emergency services.

988 Fee – $0.40

This number was designated by the FCC as the National Suicide Prevention Hotline number. Oregon’s 988 fee helps to fund crisis call centers and other services used to respond to 988 calls and texts messages.

Residential Service Protection Fund (RSPF) – $0.08

This fee funds Oregon relay services that specialize in providing telecommunications devices to qualifying Oregonians with speech and hearing impairments. Also, it provides monthly discounts for phone or high-speed internet service for qualifying low-income Oregonians.

Oregon Universal Service Fund (OUSF) – 6%

This charge recovers HR Co-op’s required contribution to the states Universal Service Fund. This state fund ensures that affordable communication services are available to low-income and rural customers, including all eligible schools, libraries, and health care providers.

FCC Cost Recovery Fee – 5%

This fee recovers costs incurred by HR Co-op for fees, contributions and/or charges associated with Federal Universal Service Fund charges, local number portability, North American Numbering Plan administration, Telecommunication Relay fees, Federal Communication Commission Regulatory fees and administrative, legal and other costs, fees and expenditures related to compliance with Federal regulatory programs, along with other carrier and administrative expenses.

Federal Universal Service Fund (FUSF) – 38.8% 

This charge recovers HR Co-op’s required contribution to the Federal Universal Service Fund. This federal fund ensures that affordable communication services are available to low-income and rural customers, including all eligible schools, libraries, and health care providers.

City Franchise Fee – 4%

This is a fee paid to the City of Hood River as compensation for HR Co-op’s use of public rights-of-ways and easements.
